Episode 1: Tomorrow's dawn is ours
Episode 1: Tomorrow's dawn is ours

The introductory episode establishes the community as a place that carries a lot of love for its residents, but also a space that is challenged with unhygienic conditions, and poverty. One of the protagonists of the series, Mahesh, brings forth the idea of forming a committee to collectively solve the community’s issues. He faces a lot of resistance and even insults, but he perseveres.

Episode 2: A storm of colors

The episode begins with the formation of the committee and introduces the first step towards effective management- i.e. a Participatory Mapping exercise. In this episode, the community performs their first participatory map, realizes that infrastructure problems and their causes, and start working towards solutions for them.

The young members of the community realize the important part they play in their own progress, but also feel overwhelmed by the scale of the problem. They come together to try to understand what is the one thing that they can all work together on and will make the most difference to the lives of the people they care about. The episode highlights the use of tools like mindfulness and visualization to understand your power.

The committee takes a major step toward formalizing its role as a representative of the community. The members of the community are able to advocate for the construction of a community toilet in the settlement and are able to overrule a corrupt person that was illegally blocking the proposal. The urban local body also takes cognizance of the existence of the committee and advices it to formalize itself.

Now that the community toilet has been approved, the community comes together to conduct a Participatory Design for the toilet. In the film this is done organically, with the community members playing a game about how the toilet should look and what they each need in a good toilet. This comes together in the form of tangible needs that a community would have from a toilet, such a larger cubicles for women, hooks on doors, and child friendly locks and seats.

Now that the toilet is built, someone needs to maintain it. In this episode the community realizes that they need to take on the work themselves, and engage their own community’s SHG to conduct the cleaning of the community toilet

The committee realizes that there are some people that are using the new facilities carelessly, leaving taps open, and leaving toilets dirty. They decide to conduct a street play to spread the message of how a toilet should be used, and also build some consensus around the need for the toilet.

As the lockdown sets in the community struggles to find food and work. The committee is able to get in touch with the municipal corporation and arrange for permission to start a community kitchen. That then leads to more support coming into the community.

Not all good things last. As the lockdowns end, the priorities of the world change and multiple key members leave the committee. The youngest member is left with all the responsibility and suddenly needs lead. She makes mistakes, leading to a loss of faith from the whole community. The records and documentation maintained, however, make it possible for her to recover from this, and even find an innovative solution to the need for livelihood. The story also marks the beginning of the committee starting a new initiative of educating the next generation through e-learning tools. The episode uses a Jataka-style parable to explain what the story of the committee is really about.

Urban Management Centre has made this film to spread awareness about Emergency Response Sanitation Unit to make cleaning of septic tanks and sewer lines safe. The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 prohibits the employment of manual scavengers and manual cleaning of sewers and septic tanks without proper protective equipment. It is mandatory to clean the sewers and septic tanks via machines. Under extreme situations, Emergency Response Sanitation Units are established in each state/ UT at city or district levels to make decisions on whether a particular situation demands manual cleaning. In such situations, only after establishing appropriate processes and systems and with required PPEs and equipment, can confined entry be allowed. Urban Management Centre has made this film to create awareness amongst citizens on how to ensure safety of sanitation workers by calling on toll free no. 14420 to request for safe sanitation services. The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 prohibits the employment of manual scavengers and manual cleaning of sewers and septic tanks without proper protective equipment. The sewers and septic tanks should be cleaned via machines. The guidelines by the Ministry of Housing & Urban Affairs mandate establishing Emergency Response Sanitation Units (also called Sanitation Response Unit) at city or district levels for ensuring safe cleaning of septic tanks and sewer lines. The local authorities must provide a toll free no. for all citizens to request sanitation services through the Emergency Response Sanitation Unit. Many cities have established the registered toll-free no. ‘14420’, on which citizens can call if they want their septic tanks to be cleaned. The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 and the respective Rules mandate provision of personal protective equipment (PPE) by the employers and the Swachh Bharat Mission 2.0 stresses on regular use of these by all sanitation workers. The film outlines the specific PPE needs of SSWs and serves as a training tool for stakeholders in procuring suitable PPE. The film also emphasizes the importance of wearing PPE for improved safety and provides guidance on proper usage and maintenance.
